Upshur County Commissioners approved to authorize Indigent Healthcare Solutions (IHS) of Conroe, Texas, to install its state-of-the-art browser-based software due to the recommendation of Commissioner Mike Spencer and County Auditor, Janice Tucker. Services were implemented in April 2012.
